The goal of the The Salvation Army Shelters is not only to help families
through difficult times, but also to enable them to find permanent
housing and learn how to live productive and fulfilling lives.
Through our shelters, social workers and staff, we are able to aid in this way through the Zelma George Family Shelter, the P.A.S.S. Program, Project SHARE, the Railton House, and the Transitional Housing Program at Cleveland's Harbor Light Complex.
Zelma George Family Shelter. Located at the Harbor Light Complex, The Zelma George Family Shelter can house 35-40 families for a
total of 110 individuals. While the vast majority of the services are
provided to women and children, intact families as well as men with
children have accessed the program. The average length of stay is
While at the shelter, the clients have access to programs such
as devotions/Bible study, parenting, self-esteem, GED, music therapy,
HIV education classes & Project ACT (Cleveland Municipal School
District) tutoring for children as well as other life skills based
programming. This program is partially funded by United Way, City of
Cleveland, Cuyahoga County Office of Homeless Services (HUD), Ohio
Department of Development & FEMA.

PASS (Pick up Assessment & Shelter Services) Transitional Housing Program. Located at Harbor Light Complex, The PASS Transitional Housing Program is a 75-bed program that
targets chronically homeless men who live a precarious existence on the
streets or in emergency shelters. The basis for this program is to
assist the men with addiction (drug & alcohol), teach basic life
skills, education (GED classes) & employment skills that would lead
the client towards greater self-sufficiency and in turn permanent
housing. PASS is partially funded through the Cuyahoga County Office of
Homeless Services (HUD) and Foundation gifts.

Project Share Located at 2501 East 22nd Street Cleveland, Ohio 44115, Project Share is a higher level of
transitional housing located on East 22nd Street. This program is for
formerly homeless men that have gainful employment, stable income and
will be transitioning to permanent housing in nine (9) months. This
38-bed community environment places ownership on the client, emphasizing
that the success/failure of the program is dependent on the program
participants themselves. Program participants have access to
some supportive services. The program is partially funded through
minimal client program fees.

Railton House provides transitional housing, case management and
aftercare services for homeless men who require additional support on
the way to permanent housing. Program components are comprised of: assessment and intake,
individual and group counseling, peer support and
intervention, recreation and socialization. Overnight program monitors
are trained and available to, among other things, provide late-night
Residents who effectively complete the transitional housing
program at Railton House typically have earned a GED, completed college
or vocational training, regained and/or maintained their sobriety,
secured gainful employment, re-established family relationships and
acquired permanent housing.

Transitional Housing Program -Located at the Harbor Light Complex, this program is comprised of 17 beds. This higher-level transitional
housing program provides an opportunity for our clients to foster
self-sufficiency and access services that assist in their transition to
permanent housing. These services include spiritual classes/workshops,
GED classes, employment & housing assistance. The program is
partially funded through minimal client program fees.
