How long has The Salvation Army been serving in this area?

103 years. Since opening our doors in 1906, The Salvation Army has provided service to the people of the Mifflin and Juniata County areas.

How long has The Salvation Army been in partnership with the United Way of Mifflin-Juniata?

We are proud to say that for many of those 103 years we have partnered with the United Way for the fulfillment of our mission to meet the needs of others. The Salvation Army first partnered with this community group in the early 1960's when it was known as the "United Community Fund".

What steps did The Salvation Army take in its decision to disaffiliate from the United Way of Mifflin-Juniata?

The united decision has now been made that The Salvation Army in Mifflin and Juniata Counties will not be applying for funding from the United Way for the 2009/2010 funding year. Such a decision is not one taken lightly. Our organizations have been in conversation and deliberations for almost two (2) years. This is evidenced in the fact that, in Lewistown, our agencies have not had a signed partnership agreement since June of 2008 and the United Way has not released funding to The Salvation Army since August of that year. The decision not to continue our partnership in the current cycle was made in cooperation with The Salvation Army's Lewistown Advisory Board, Juniata County Service Unit (Advisory) Committee, and our Divisional (Philadelphia, PA) and Territorial Headquarters (West Nyack, NY - Board of Trustees) leadership.

Has the United Way of Mifflin-Juniata funded The Salvation Army recently?

In the interest of continued community support The Salvation Army has asked the United Way to consider releasing the balance of the $31,000 allocated to The Salvation Army in Lewistown for the 2008-2009 funding year. No funds have been released from this allocation since August of 2008, and less than $5,200 has been transferred to The Salvation Army from the funds raised by the United Way. Over $600,000 was raised by the United Way in the Mifflin-Juniata Counties when The Salvation Army was one of their member agencies in their campaign. In other words, funds were raised by the United Way from the community and The Salvation Army has not, to date, received the $31,000 in allocation committed to help those we serve. The Salvation Army was also listed in the United Way's 2009/2010 appeal for $596,000, but we will only be receiving the donor designated funds from this campaign.

I donate to the United Way, but designate it to The Salvation Army. Does The Salvation Army receive the funds that I've opted to give to The Salvation Army from the United Way?

Yes, however, the United Way deducts a 15% fee prior to forwarding your donation directly to The Salvation Army. In other words, if you donate $100 to the United Way, to be designated to The Salvation Army, The Salvation Army receives only $85. Additionally, the United Way sends "designated donations" to The Salvation Army only two times per year, approximately every six months, receiving the benefit of investing your donor designations for six months prior to disbursement to The Salvation Army.

Yes.

How effective are The Salvation Army's services in our community?

The Salvation Army is a vital and indispensible part of the social safety net in Mifflin and Juniata County.

Mifflin County:
According to the latest census available, there are around 46,500 people in Mifflin County, comprising approximately 13,000 families who are living in about 18,400 households.

In 2007-2008 The Salvation Army in Mifflin County assisted:

  • 5,357 People (about 11.6 percent of the county's population)

  • Comprising 1,870 Families (about 14.4 percent of the county's families)

  • And 524 Homes with single residents

  • All living in 2,366 Households (about 12.8 percent of the county’s households)

Juniata County:
According to the latest census available, there are 23,146 people living in Juniata County, comprising approximately 14,937 families who are living in about 8,600 households.

In 2007-08 The Salvation Army in Juniata County assisted:

  • 946 People (4 percent of the county's population)

  • Comprising 543 Families (again, nearly 4 percent of the families in Juniata County)

Is The Salvation Army currently in partnership with the United Way?

The Salvation Army Juniata County Service Unit is still under a written agreement with the United Way of Mifflin-Juniata and The Salvation Army intends to honor that agreement through the end of the funding allocation year (June 30, 2009).

Why has The Salvation Army disaffiliated with the United Way of Mifflin-Juniata?

Our organizations have seen many changes over the years. The United Way is no longer just a fund-raising agency, but now has many programs and procedural requirements of their own which have become increasingly restrictive, while contributions continue to decline. The Salvation Army must do what is required to effectively carry out our mission and ensure we can fully resource our services to people in need. Concern over the advisability of meeting the United Way's changes and requirements has been the focal point of our deliberations and the basis for our ultimate decision.

What effect has this had on services offered by The Salvation Army?

The Salvation Army is not diminishing its work and will continue to provide programs and services for the people of our local communities, with an emphasis on helping those who are most in need.

Does this mean that The Salvation Army is no longer helping people with their basic needs?

No.

In Mifflin County:
Working in cooperation with other area agencies and available programs, The Salvation Army continues to provide a comprehensive range of emergency supports as well as preventive and character-building programs for all ages. We provide food, clothing, emergency shelter; assistance with rent/mortgage, utilities, counseling, referrals and limited aid with emergency travel and prescriptions; character building group programs for youth of all ages, fellowship and support programs for men and women, youth music programs, summer camp opportunities in the Poconos for youth and adults, visitation programs to area residential nursing facilities and shut-ins, and seasonal assistance for individuals and families. dditionally, The Salvation Army in Lewistown offers a full schedule of Worship opportunities and Church related programs and activities.

In Juniata County:
Working with other agencies and available community programs, the Service Units in Juniata County provide such emergency assistance as: food, clothing, rent, utilities, prescriptions, seasonal programs - Thanksgiving and Christmas food and gifts. Summer camperships are also offered at The Salvation Army Camp Ladore.

Will The Salvation Army continue to coordinate their services by using the regional on-line database to eliminate duplication of services?

Yes.

We continue to value and use the ORS (Outcome Results System); a computer information database shared by agencies serving both Mifflin & Juniata Counties. This system allows assistance agencies to share information and helps to eliminate duplication of services through the region.

We will make every effort to work in close harmony with the United Way and other community organizations toward our common goals.
